Yes, they are goats! In fact, they are Alpine ibexes and they scale the vertical dam so they can lick the salt and minerals off the rocks.

In the Gran Paradiso National Park in Northern Italy, these alpine ibexes make the death-defying climb up the dam to graze and lick the salt and minerals from the rocks. These goats are truly skilled to be able to scale the near vertical wall and make it look so easy.
